EDGE Project Description

Expert Deployment for Governance and Economic Growth, or EDGE, is funded by the Canadian Department of Foreign Affairs, Trade and Development (DFATD). The project responds to requests for help from the Ukrainian government related to some of the most pressing issues in governance and economic development. In a manner that encourages positive change in public perception of Ukraine’s government institutions and civil services, EDGE seeks to catalyze Ukraine’s progress towards a free, democratic and prosperous society by advancing citizen-centred democracy and promoting economic growth for all Ukrainians.


EDGE sponsors activities aimed at catalyzing Ukraine’s progress toward a free, democratic and prosperous society by advancing citizen-centered democracy and promoting sustainable economic growth for all Ukrainians. Assistance under EDGE includes targeted technical, managerial, organizational and capacity building support to the Ukrainian government. EDGE works alongside government stakeholders to assess reform needs, build consensus on priorities and develop implementation plans. The program reinforces methods that reduce corruption, promote transparency and strengthen inter/intra agency collaboration and communication. EDGE follows a responsive model – meaning the program acts only upon request from the Ukrainian government. Our goal is that the public’s confidence in Ukraine’s government institutions and civil services will improve as a result of achieving better government processes and encouraging greater citizen participation.


EDGE works exclusively with key national ministries & agencies and select oblast (regional) administrations. Currently, targeted sectors include finance, public administration, anti-corruption, education and regional development. The sectors will be reviewed regularly during project implementation and adjusted to match emerging needs. In alignment with governance best practices, consideration for gender impacts and environmental stewardship will be a constant consideration in formulating relevant reform policies and legislation.


EDGE is a five year project (ending in 2019) with a budget of CAD $18 million. The project receives a majority of its funding from the Government of Canada Department of Foreign Affairs and Trade, with additional contributions from project partners. Project personnel include Canada and Ukraine based management and technical personnel managed by the project implementer, Agriteam Canada Consulting.
