About the project:

Alinea International implements a number of projects in Ukraine, including a five-year project Support to Ukraine’s Reforms for Governance (SURGe). SURGe is funded by Global Affairs Canada. SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to design and deliver governance and economic reforms that better respond to the needs of its citizens.

 

Reform initiative and position summary:

In addition to its existing portfolio of reform initiatives, SURGe has launched the Crisis Governance Initiatives portfolio, which is comprised of short-term initiatives to support to the Government of Ukraine in resolving immediate needs related to emergency preparedness.

 

The Rapid Support to MCIP in Building the Architecture of United Communications Initiative falls under the Crisis Governance Initiatives Portfolio. The Initiative aims to develop processes and frameworks for facilitating well-structured and aligned communications in the Government of Ukraine related to security situation and emergency preparedness, for development of a joint response to various information threats, and creating a sustainable governance process of coherent communications.

 

SURGe Project is looking for аSenior Communications Advisor who will work within a team of 5 experts in cooperation with MCIP and will provide rapid short-term support in the development of framework for united communications.


The expert will be reporting to SURGe Senior Sector Lead on Strategic and Crisis Communications.

 

Level of effort: Full time, Monday-Friday. The expert will be based in Kyiv with flexible remote/office schedule.

 

This is a short-term contract till 1 June 2022. The prolongation of the work duration is subject to results of work and availability of funding.

The candidate shall be available to start the job no later than 15 March 2022.

 

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

 

Indicative duties and responsibilities (scope of work):

 

Perform rapid analysis of current communication methods, the roles and responsibilities of ministries participating in communications on the security situation and emergency preparedness, capacity of their in-house communication units, types of communication and platforms they use, evaluate the efficiency of previous communication campaigns held and current processes;

 

  • In cooperation with MCIP and communication units of the participating ministries, develop the following:
    • frameworks and processes for managing critical communication issues of development of messages and content for documents, releases and other communication materials;
    • frameworks and processes for writing/editing coordinated media announcements;
    • monitoring the information field and reacting to information threats
    • contribute to the development of communication guidelines on how to communicate with each of the identified audiences.
  • Put forward and execute strategies and tools to counter disinformation
  • Contribute to the development of communications campaigns, incl determine methods, instruments and resources that are to be used in communication campaigns.
    • participate in creating textual and visual information products.
  • Contribute to the development of frameworks for managing crisis communications:
    • Analyze previous experiences, factors and conditions affecting the emergence of crises and their consequences in terms of communications;
    • Develop procedures for forecasting communications crisis;
    • Develop anti-crisis communication strategies.
    • Develop standards and algorithms for crisis situations communications.
    • Develop protocols of communication response to different types of crisis situations.

 

 

Preferred qualifications and skills:

  • Degree in Marketing, Communications, Journalism or other relevant subject.
  • Proven work experience as a communications adviser to high officials or as communications manager in strategic roles for large systemic organisations for at least 10 years.
  • Proven work experience in strategic and anti-crisis communications for at least 5 years.
  • Proficient understanding of strategic communications and anti-crisis management best practices.
  • Experience in governmental communications sphere
  • Ability to foster long-term relationships with key stakeholders.

 

Other experience and skills:

  • Strong ethics, well-balanced and mature personality, positive attitude to the job.
  • Strong skills of media landscape and information analysis
  • Strong organizational skills, ability to work under tight deadlines.
  • Excellent knowledge of Ukrainian, ability to speak and write clearly and correctly.
  • Excellent writing skills in a number of genres: articles, longreads, columns, releases, social networks
  • Good command of English, both written and speaking skills.
  • Citizen of Ukraine.
