Collection of commercial proposals for creating an e-learning course

Within the framework of the project “Support of Government Reforms in Ukraine” (SURGe) it is planned to create an e-learning course “Risk and need assessment and case planning in working with convicts”.

 This announcement is an invitation to participate in the selection of commercial proposals for the provision of creating such course.

TECHNICAL REQUIREMENT

FOR CREATING THE E-LEARNING COURSE

1. REQUIREMENTS FOR CONTENT OF THE E-LEARNING COURSE

1.1. Creating the e-learning course means developing a software framework, graphic design, script, and content of the e-learning course on the topic: "Risk and need assessment and case planning in working with convicts."

1.2. The information content of the e-learning course should be based on the original information materials provided to the Contractor by the Customer following the Calendar Work Plan.

1.3. Estimated scope of the e-learning course - up to 100 A4 pages of theoretical material.

1.4. The e-learning course can consist of modules and topics.

1.5. In the completed e-learning course, the actual value of the quantitative indicators of the components listed in Table 1.1 of the Terms of Reference may differ from the estimated by 10 (ten) percent both towards decreasing and increasing. This difference does not affect the cost of work and deadlines.

1.6. The modules and topic titles can be changed by mutual agreement of the parties during developing the e-learning course script.

1.7. Boundary conditions on the quantitative indicators of the e-learning course components:

- structuring of text and graphic blocks.

Reportage shooting at the selected location in Kyiv:

 - equipment rental (lights, cameras, tripods, etc.)

 - work of the film crew consisting of cameraman, director, producer (project manager)

 - audio recording

1 shift of film crew

Postproduction (editing of footage):
 
- film editor’s work 

- color correction

- sound design

15 minutes of the completed product

2. DEVELOPMENT REQUIREMENTS FOR THE E-LEARNING COURSE SCRIPT

  1. The e-learning course script must correspond to the source information materials provided to the Contractor by the Customer
  2. The script should contain detailed instructions for each screen of the e-learning course. The following instructions must include:
  • Screen number,
  • Belonging Screen to the module and the lesson,
  • Screen type (graphic / text layout method),
  • Screen title,
  • Screen subtitle,
  • Screen text,
  • Screen graphics,
  • Description of interaction with interactive screen components.
    • 2.3.         Scripting language: Ukrainian.

       

3. REQUIREMENTS FOR E-LEARNING COURSE INTERACTION WITH DISTANCE LEARNING SYSTEM

  1. The e-learning course must support the SCORM Distance Learning Standard version 1.2 or 1.4 (SCORM 2004).
  2. The e-learning course should be delivered in separate SCORM packages, ready for download in the Distance Learning System

 

4. WORK PLAN

  1. The e-learning course must be created and transferred to the Customer following the work plan defined in Table 4.1. Terms of reference.

5. FORM OF TRANSFERING MATERIALS AND RESULTS OF WORKS

  1. The Customer's source information materials are transferred to the Contractor in electronic form by e-mail and installed in the Distance Learning System of the Customer.
  2. The final and interim versions of the e-learning course are transferred to the Customer by installing in the Customer's Distance Learning System in the form of:
    • SCORM-packages for download into the Distance Learning System of the Customer;
    • Files are suitable for independent use without uploading to the Distance Learning System.
